Walter Topp is the county's Emergency Management Administrator. He says local and statewide emergency personnel are ready to assist people affected by the harsh weather, which is coming in at about an inch per hour.

TOPP: "So driving will be extremely hazardous. And we're encouraging people to not drive, to stay home, and the term is, to shelter in place. And to just wait out the storm."

Topp encourages people to check on neighbors, especially the elderly or those with special needs. If people must travel, they're advised to bring along a winter survival kit (blanket, food, water, signal flag or flares) and to keep in touch with a friend or relative as to their progress.
