Morning Headlines: Bitter Cold, Dangerous Driving And Money For Housing

Good morning.  It's Tuesday, Jan. 28th, 2019, the second day of our post-federal shutdown recovery. 

Hazardous driving conditions are possible this morning, due to rapidly dropping temperatures that will flash freeze untreated roadways and sidewalks that are still damp from showers overnight.  The National Weather Service is warning drivers of black ice and has the region under a winter weather advisory until noon.  A wind chill warning goes into effect at 1:00 a.m. until 4:00 p.m. Thursday, with life-threatening subzero wind chill values of -25 to -35 degrees possible. 

Cleveland and Cuyahoga County officials will hold a briefing at 11:00 a.m. on their plans to help the homeless and deal with the frigid weather.  Cuyahoga County will decide tomorrow whether to close due to extreme cold.  Cleveland currently has no plans to shut down on Wednesday.

A Cuyahoga County Council committee approved changes to a proposed $30 million housing stabilization programthat would give cities the power to veto decisions by the county's land bank, including demolitions.  The committee also agreed to use more casino tax revenues to finance the program.   Housing advocates urged council members to add rental assistance as part of the program, to help those in danger of eviction. 

Cleveland will no longer pay for jailing prisoners arrested on minor crimes by the nine independent police agencies operating inside the city, such as the police for Cleveland State University and University Circle.   The city council approved a new agreement between the city and Cuyahoga County, which runs the jails.

The Cavs begin a three-game home stand with a game against the Washington Wizards at the Q at 7:00 p.m.  All-Star Kevin Love, who engaged in no-contact practice with teammates Monday, is scheduled to practice more intensively with them Thursday.  Love has been recovering from foot surgery.
