Cleveland joined more than 200 other cities in bending over backward to entice Amazon to bring its second headquarters here. The bid failed, and the details have been a secret because the city refused to say what it offered. Last week, a judge -- ruling on Channel 5's request to see the bid -- ordered the details to be released. What did Cleveland offer?
